 The mission of Horizon Housing Development Company (HHDC) is “To assist in providing housing services to St. Louis City residents who are developmentally disabled” Housing is the foundation for a stable life for all people. HHDC provides this foundation with six scattered buildings in the City of St. Louis. Housing is provides to individuals and families. Three of the buildings are geared toward individuals and families who are homeless. This is part of St. Louis City's partnership with the Unites States Department of Housing and Urban Development (HUD). This effort to end homelessness in St. Louis City is titled the Great Horizon Program. In this permant housing program, tenants must meet HUD's homeless criteria (section 103 of the McKinney Act) and the head of household must be developmentally disabled. Rent is based on adjusted income and utilities are included in the rent. The other three HHDC buildings require that the head of household be developmentally disabled, reside in the City of St. Louis and be in need of affordable housing. In this program, rent is set on gross income and a there is a utility surcharge. HHDC receives funding from the St. Louis Office for Developmental Disability Resources to provide permanent housing to eligible city residents and their families.
